In Dr. Badguy's conversation with Bruno, Badguy confesses that he is tired of "plotting and scheming" against people, meaning that he is tired of conspiring against them. Note that as a noun "a plot" can also describe a piece of land, or a type of story or scenario like one in a book or film. The "ING" form of the verb should be used here to create the past progressive tense (they were plotting).
