This is not the best choice. The phrase, "sorry I'm being late", is grammatically incorrect. However, "sorry for being late" works, and is a popular alternative to "sorry I'm late".
This is correct. "Sorry I'm late" is a very common phrase used to apologize when you finally arrive at an appointment or meeting later than expected. Note: if Jean was more polite, he could have phoned Mr. Bent and said; "I'm sorry, I'm going to be 55 minutes late!"
This is incorrect. The term "retard" is not used as a synonym of "late". In fact "retard" is now a politically incorrect term for someone who is mentally disabled.
In this context, the phrase "sorry I was late" is incorrect because it uses a past tense to apologize for the present state of "being late". "Sorry I was late" would only be used when apologizing for a past occasion of "being late". For example: I'm sorry I was late to the meeting last week.
