Ray Upton tells Brent and Moira that he and Rachid are at the beach "drinking a couple of cold ones". A "cold one" is a familiar term for a cold beer. Rachid and Ray are drinking beer on the beach.
Although Ray and Rachid are supposed to be reporting on Miami's traffic, they decided to take a break and stop at the beach to sunbathe and relax. In this broadcast, Ray makes no mention of the state of Miami's traffic, so we can't assume that traffic is moving slowly.
Now there's a thought! I would love to see Ray and Rachid Salsa dancing. No they are not Salsa dancing but I like your way of thinking.
Ray informs Brent and Moira that after stopping at Taco Bell to "grab some food", he is having an enchilada and Rachid is "enjoying a fish taco". These dishes are traditionally Mexican, although they have been packaged and processed into fast food, American style.
Ray Upton tells Brent and Moira that "Rachid and I are lying on the beach, drinking a couple of cold ones and soaking up the sun". Rachid and Ray are relaxing on the beach by the sea.
Although Rachid is eating fish (in taco form), he and Ray are not "fishing" which refers to the act of catching fish (or trying to!).
