The verb "to turn" is the best term to describe the act of changing directions while driving. "Overturn" can't be used in this way.
In a legal context, the verb "to overturn" means to invalidate, reverse or cancel a decision. If a decision is overturned, it indicates that it was established previously.
An "overturned" object has turned to its end or its side, "to overturn" an object is to place it on its side. The rubbish bin which had been standing vertically is now on its side or even completely upside down. "Overturned" is used here in the same sense as in the broadcast: the truck was on its side and causing traffic problems near the Golden Gate Bridge. In this sentence, the speaker has fallen after colliding with a rubbish bin (a receptacle for trash or garbage).
In British English, one "turns over" from one television channel to another. In American English, one "turns" or "changes" the channel. The verb "overturn" cannot be used to describe the action of changing the channel.
