This statement is true. Icarus writes that Mr. Sackovshitz told him he would be "following up promptly". This means that Mr. Sackovshitz told Icarus he would deal with the situation quickly. To do something "promptly" is to do it "quickly" or "soon".
This statement is false. We read in Icarus' letter that he "recently had guests visit" and that he is expecting "more guests in a couple of weeks". Despite the difficulties, Icarus still invites people to his home.
This is a false statement. Icarus writes that he was "embarrassed" when he had to apologise to his guests about the wood and plaster in the toilet and sink, and that it was "difficult". He is not worried about discussing this in person with his neighbour.
