Je n'ai pas assez d'argent (I don't have enough money) ≠ j'ai trop d'argent (I have too much money). We could also remove the ne…pas and say j'ai assez d'argent (I have enough money). We say assez (enough) or trop (too much) + de/d' + noun (here: argent, meaning “money”). Example: il n'y a pas assez de vinaigre (there isn't enough vinegar) ≠ il y a trop de vinaigre/il y a assez de vinaigre (there is too much vinegar/there is enough vinegar).
We use très (very) with an adjective, so we can't use it here with the noun argent (money). The opposite of très is pas très (not very). Example: Betty est très riche (Betty is very rich) ≠ Betty n'est pas très riche (Betty is not very rich).
J'ai un peu d'argent means “I have a little money”, so it is not opposite in meaning to je n'ai pas assez d'argent (I don't have enough money). It is actually the opposite of j'ai beaucoup d'argent (I have a lot of money).
