Kevin encourages Jean to cancel his flight reservation to Kalackistan when he says "just cancel it".
Kevin never mentions anything about reporting Vlad to the authorities, he simply encourages Jean to cancel his plans to go to Kalackistan, and to end his relationship with Vlad.
Jean does say that he was going "to fax some" letterhead to Vladimir, however this is not a "formal cancellation" of anything. Vladimir asked Jean to send him some Delavigne letterhead. Letterhead is stationery used by a company for official purposes. Jean and Vladimir do not have any kind of "formal contract" between them.
Kevin tells Jean "to stop all communication with (Vladimir) immediately". To "break off all contact" means to end or stop all communication.
