This is correct. "To lower" is often used to describe a reduction in amount, price, degree, or force. For example: "unemployment has lowered since they lowered the amount of income support for people without jobs".
This is incorrect. Physically, it is of course possible "to lower one's arms" (decrease the height of your arms). However "to lower one's arms" is not used as an idiom to describe the act of "giving up", "surrendering" or "abandoning" something. A better idiom to use might be "to throw in the towel". For example: "The test was too difficult so I decided to throw in the towel".
This a correct choice. "To lower" means to cause to descend or to make or become less high. A flag is a piece of cloth that is often used as a symbol of a nation. For example, the Union Jack (the British flag) is lowered above Buckingham Palace when the Queen is not at home. In the email, Brian writes "a birthday is no different than a funeral - both events indicate that you are moving closer to being lowered into the ground". This is a reference to being buried, where a coffin with a dead body in it is placed into a hole. But please don't get depressed!
This is not correct. It would be more natural to say, "the police dropped the charges against the suspect". "To release" means to liberate or free someone from captivity. To "drop charges" means to withdraw or cease to pursue legal action.
