"To entice" expresses a different meaning than "to suggest". Sam is not asking for Clarence's suggestion exactly, he is Clarence asking which dessert is the most exciting.
The verb "to entice" means to "attract", "lure" or "tempt". For example: It was the flexible hours which enticed me to accept the position. In this scene, Sam wonders what Clarence can offer him (as a dessert) which will "excite" him or capture his interest. The verb "to tempt" means "to attract", "invite" or "provoke".
"To entice" expresses a different meaning than "to offer".
"To entice" expresses a different meaning than "to finish". Although Sam is effectively ending his meal with a dessert (or two), these two verbs have nothing in common.
