The phrase "(I have) excellent people skills" does not express that Luna is looking for a (romantic) relationship.
Although Luna is probably "fond of" human beings, the phrase "(I have) excellent people skills" does not express Luna's affinity for "human beings" or people.
This is the best choice here. When Luna writes that she has "excellent people skills" she is expressing that she knows how to interact with people, or that she is talented in communicating with different types of people. We often find this expression in CV's, and hear it during job interviews.
