contribute a little money: This is a very literal interpretation of the phrase. Bob is not actually offering to contribute money, but rather he is using a figure of speech which expresses that he wants to give his opinion.
complain strongly: Although in the context of the text this explanation might fit, "to give one's two cents" does not mean to "complain", which refers to the act of expressing one's negative feelings.
take some time off: This is not at all what the idiom expresses. "To take some time off" means to "take a break" or "to take some time away from the office".
