This reply does not make sense given the nature of the advert. Ursula Bauer's company has not contacted the Delavigne Corporation directly, so there is no need for a reply in which their services are declined or refused. Furthermore, this company is not proposing financial support or investment, nor are they concerned with research and development. Ursula Bauer's company is selling their services in the field of environmental consulting.
This is the most likely answer. Ursula Bauer Environmental Consulting offers to provide advice on environmental issues in the office. This email response makes the most sense for Bruno's reply. Bruno addresses Ms Bauer's offer for a free "on-site" inspection, and requests the services advertised. To "hassle (someone)" is to "bother", "annoy" or "harass" them, for example: My wife has been hassling me all day to clean the car. "To take someone up (on an offer)" is to accept it.
It would be great if this were the answer, but unfortunately this is just not the case. For a start, this is not an advert for office furniture (desks, chairs, couches, etc.).
