Harold is actually unsure about accepting Philip's offer. The expression he uses expresses his concerns, not that he wants to end the conversation.

Harold says: "Hold your horses there, Cheeter. I haven't agreed to anything yet". "Hold your horses" is an idiom which means: "wait a minute" and is often used when someone feels they are being pressured to do something they are not prepared to do. Another common use of the idiom is when parents or other authority figures say "Hold your horses" to children who may be impatient to do something.
