This is a true statement and the purpose of Bruno's phone call. At the end of the dialogue, Bruno tells Donna that he has a business proposition for her.
When asked if he would like to schedule an appointment with Donna, Bruno declines, then tells Donna he wants to discuss business with her.
When asked how he got her phone number, Bruno replies "I have my ways". This is a cryptic and mysterious answer which means that Bruno has sources of information somewhere. Bruno never tells Donna explicitly where he got her phone number.
When Bruno says "this may sound a bit strange", he is referring to his phone call, and not Donna's radio show. Bruno is admitting to Donna that it is unusual for a complete stranger to call someone without warning. "Strange" and "weird" are synonymous in many contexts.
Bruno tells Donna that he likes the way she "handles callers". In this context "to handle" means "to take care of" or "to deal with".
