Although in a different context, "a quarter" can refer to a "neighborhood" or "district", Bob does in fact say the exact time is "a quarter to two" (1:45 pm) in not "around" or approximately one. The expression "in the neighborhood" can express an "approximate" idea as in the sentence: The cost of this apartment is in the neighborhood of one million dollars.
Bob says that it is 'a quarter TO two (o'clock), which means that there are fifteen minutes remaining UNTIL 2:00 pm. If Bob had said 'it's a quarter PAST two (o'clock), this would mean that it 2:15 pm.
