appears to be a mistake in the bill: "There appears to be..." means "there seems to be...". It is an indirect (therefore more polite) way of alerting someone to a problem. Example: Waiter, THERE APPEARS TO BE a fly in my soup! "There appears to be a mistake in the bill" means 'I'm pretty sure there's an error in the bill (but I'm being nice about it!).
