in a very short time: This is correct. The article says that the crime was solved "in record time," which means that it was solved "very quickly".
for the record: "For the record" is an expression used when somebody wants to make him or herself clear, or wants to say something officially. For example: "For the record, I was never a part of this scandal."
off the record: "Off the record" is an expression that means that something is "unofficial", and the article makes no mention of this. "Off the record" is usually used in the context of a journalistic interview. When the person who is being interviewed wishes to make a statement that he does not want to be "public", he tells the reporter it is "off the record".
just in time: "Just in time" is an expression which means that something is done with perfect timing, normally right before a crucial moment. For example: "He got to the birthday party just in time for cake and ice-cream".
