Here the mayor is telling Susie that it is kind of her to propose the services of the Delavigne Corp. "Thoughtful" means "considerate" or "kind" in this context. It's true that in another context, "thoughtful" can reflect something "thought provoking" or "intelligent", however here the mayor is referring to Susie's "generosity" or "kindness" in offering Delavigne's services to the city of San Francisco.
"Provocative" is not a synonym for "thoughtful" in this context.
"Interesting" is not a synonym for "thoughtful" in this context. The mayor remarks that Susie is "thoughtful" to offer Delavigne's services to help the mayor and the city. He is not expressing that she, or her offer, is "interesting", but rather that she is kind or generous to offer. It's true that in another context a "thoughtful observation" may be an intelligent one, however telling someone that it is "thoughtful to ask" is not an indication of their intelligence, but of their consideration or kindness.
"Clever" is not a synonym for "thoughtful". A "clever person" is intelligent, smart or resourceful. In this context, "thoughtful" doesn't share a similar meaning with "clever".

Although this is something that Philip might say, this isn't what the expression "you're a doll" means!
"You're a doll" is an old expression, not very common, which means "You're kind". It is generally used by men towards women. "A doll" is literally a child's toy in the form of a person, usually a child. Barbie, Ken and GI JOE are noteworthy dolls. Note that "doll" is also a dated term for a girl, check out the great film/musical "Guys and Dolls" for multiple references, however there is no reason why Philip would be calling the secretary a "doll" in the "girl" sense of the word.
This isn't what the expression "you're a doll" means! Also, the girl Philip is speaking with is likely aware of her gender.
Philip is not talking about an actual "doll" here. A "muppet" is a sort of marionette/puppet hybrid. Famous muppets include Kermit D. Frog, Miss Piggy and of course the one and only Swedish Chef.

The word 'gentle' means 'kind' or 'sweet'. It also can express a very 'soft' or 'delicate' action. As in 'She touched him gently on the arm'. In English, we say that someone is 'kind' or 'nice' when complimenting their generosity or friendliness, but we don't normally compliment a person by telling them they are 'gentle'. A 'kind' person is nice or friendly.
Jean is not complimenting Susie on the softness of her skin, but on her kindness. The skin is the outer layer of the body.
Jean is not complimenting Susie on her 'wisdom', but on her kindness. Wisdom is 'knowledge', 'common sense' or good judgment'.
Jean is not complimenting Susie on her intelligence, but on her kindness.
Jean is not complimenting Polly on her 'helpfulness', but on her kindness. Helpful shares a similar meaning with 'useful'.

2 sensitive: This is correct. A "sensitive" person is especially perceptive or easily affected emotionally by actions. The term is sometimes used to describe a person who is easily offended or upset, although the term is not pejorative.
3 kind: This is correct. Donna calls Bruno "kind" because she thinks that he is generous and considerate.
