"This" refers to the result of the vote. Icarus is speaking of the result of the vote, which he wanted to be different. He asks "how can this happen?" just after Bruno announces the result of the vote.
Although Icarus insists that he has a question later in the dialogue, this is not what he is referring to when he asks "how can this happen?"
