This is incorrect. To "order in" food is to request it from a restaurant which delivers food to your home or office. However, the word order is very important! We need to say "Shall we order in a pizza tonight?".
This sentence uses "in order" correctly. To put several objects "in order" is to "classify" or "organise" them according to specific criteria. Another example: "The children lined up in height order for their school photograph".
"In order" is used correctly here, and in the same way as in the voicemail message. If something is "in order", then it is "as it should be", "correct", or "appropriate". We often use "in order" in an official context. Example: "Everything seems to be in order, sir. You may purchase this vehicle".
