1 a meter: A "meter" or "parking meter" is the name for the machine or device in which we pay to park our cars in certain areas. In the United States parking meters used to cost about 25 cents for a half hour, but now it costs around 1 dollar for 30 minutes! Do not confuse this type of "meter" (a device which measures something) with the unit of measurement "a meter".
2 expired: To "expire" is run out of time. The verb can be used to indicate that something (a parking meter in this dialogue) is no longer valid. The verb can also be used somewhat formally to express that someone has died. We usually use the verb to indicate that legal documents, certificates and other documentation (passports, driver's licenses', parking meters or even food) are no longer valid or good. "To expire" is a regular verb, and should be put into the simple past tense form here.
3 towed: "To tow" an object (a car in this case) is to transport it by "dragging" it. In the context of cars and other vehicles, "to tow" is to remove something by using this method. If a car has been towed, it has been physically removed (generally by a tow-truck) because it was parked illegally or because it is no longer functional. "To tow" is a regular verb; its past participle is required here to complete the present perfect construction (has been towed).
4 an impound lot: "An impound lot" is the place where illegal merchandise is taken after it is confiscated by the authorities. An "impound lot" can also be used as space for towed vehicles.
