restructured: When something is "restructured", its structure or composition is changed. Bruno says that he will be adding staff, personnel and equipment to the department: large scale changes to the current structure. To "overhaul" something is to effect major changes to it.
relocated: To "relocate" is to move something from one location to another. The verb "to overhaul" is unrelated to the location of something.
shut down: To "shut something down" means to "close it" or end its operation. To "shut something down" and to "overhaul something" are not synonymous.
phased out: To "phase something out" means to gradually or progressively end it, one stage at a time. For example: "The French Franc was phased out to make way for the Euro". This is not what Bruno is planning to do to the "Customer Service Department".
