This is the best choice here. When Hannah says her French is "rusty" she means that she is "out of practice": that she has not spoken French for some time, and she has forgotten some things. This is a figurative use of the term. Literally, "rust" is an orange "film" or "coating" which appears on metal when it is wet for a long time. Something "rusty" is covered in "rust". Example: "My unicycle is rusty because the clown threw water on it".
"Currently" means "at the moment" or "now". This is unrelated in meaning to the term "rusty".
Hannah already knows some French, otherwise her French could not be described as "rusty". She does not need to "start" learning French.
To "speak French fluently" is to speak the language very well. This is not the meaning of the term "rusty".
