This is correct. If something is "second-rate" it is of lesser or inferior quality. It can also be "mediocre". For example: "he was a second-rate poet with a lack of imagination" or "the critics say Didley Scott's new film is second-rate, I don't think I'll go and see it". Bruno thinks Lion Flower's scent is "second-rate" which means the fragrance is of poor to average quality. He would probably describe Delavigne's product TigerLily as "first-rate".
