"Telling the truth" is the opposite of "lying". If Bruno had asked Bob this question, he would express his belief that Bob is lying, which is not the case. Bruno is simply asking for an explanation of Bob's actions.
Bruno is not asking Bob to fix the problem, but rather to explain what happened.
The expression "to shed light on something" is unrelated to physically turning on lights.
"To shed light (on a situation)" means to make the situation clearer by explaining what happened. Example: Detective Locombo shed some light on the situation by explaining how the murder was committed. Bruno is asking Bob to explain the cause for the charge to his expense account. "To shed" is to "diffuse" or "impart". Example: The prisoner refused to shed any information during the torture.
