This is not what "tastefully decorated" means. Although furniture can be "tasteful", the word does not refer to a piece in furniture.
This is the best choice here. Something which is "tasteful" is aesthetically pleasing or cultivated. In this case the mayor's home is tastefully decorated.
Do not confuse "tasteful" with "tasty" or "delicious". Although "tasteful" can be used to describe food, in this case mayor Flimshaw is using the word to describe his house.
