This is a correct use of the term "tender". "To tender a bid" is to make an offer or a proposal for something, in this case a contract. In other words, a company wants to be awarded a contract by the government, however there are several groups competing for it. Each company must prepare a "tender" or a "tender offer" which describes how they plan on completing the task.
This is a correct use of the term "tender". In this context, the term is synonymous with "to offer" or "to propose", as it is in Karen Hughes' letter. Other things that can be "tendered": a contract offer, a bid for services or an item, one's resignation.
This is not correct. It's uncommon to use the verb "to tender" in the sense of "offering an object" in everyday English. Also, don't confuse it with the verb "to tenderize" (to make something (like meat) tender), or the adjective "tender".
