was not authorized to read: This is the best choice here. Polly writes: "I wasn't allowed access to Miss Stake's personal files". "To be allowed access to (the files)" means "to have the authorization to see them". For example: Under the Freedom of Information Act in the United States, citizens are "allowed access" to a huge database of information. Often during a trial, members of the press are not "allowed access" to certain "confidential" information, in order to protect the people involved.
wasn't able to locate: Polly wasn't "allowed access" to the files, but this does not mean that she could not find them.
couldn't unlock the doors to: Although we can say that someone wasn't "allowed access" to a building or a room, there is no indication here that Polly was "locked out". Miss Stake's files are not a location which can be "unlocked" or opened with a special key or other device.
read a short review of: Polly says that she was never able to read the manuals.
