Philip is saying that Horatio 'believed' that Philip really was an immigration officer. Note that in another context, 'to fall for' can also mean to 'fall in love with someone or something'.
to laugh about: The phrasal verb 'to fall for' does not express the idea of 'laughing about something'.
to like or love: In this context, the phrasal verb 'to fall for' does not express the idea of 'liking or loving' something. However, in another context, 'to fall for' can mean 'to fall in love' or 'to become enamored with someone or something'. Example: Bob fell for Sophie as soon as he saw her in red dress eating a muffin.
to be familiar with: The phrasal verb 'to fall for' does not express the idea of 'being familiar with something'.
