"The government is entitled to make downloads illegal"
To be "entitled" to do something is to have the right to do it.
To be "entitled" to do something is to have the right to do it.
have the right: This is the correct answer. To be "entitled (to do something)" is to have the right to do it. Example: As a French national, Jean is entitled to vote in the French presidential elections.
have the intention: This is incorrect. To be "entitled" to do something does not mean "to have the intention" to do it. The government are not intending to make downloads illegal.
be unwise: This is incorrect. "Unwise" is not synonymous with "entitled". To be "unwise" is to be foolish or imprudent. Example: It was an unwise decision to watch that 3-hour film without going to the toilet first.
be obliged: This is incorrect. "Obliged" is not synonymous with "entitled". If you are obliged to do something, a law, rule, or situation forces you to do it. Example: I felt obliged to give the musician on the metro some money.
