According to the e-mail, PlasterCard has made security changes in order to protect against fraud. To "update (a computer program)" is to make changes to it so that it contains the latest information.

1 refresh: This is correct. The action of resending or reloading information on a web page is called "refreshing". Example: I REFRESHED the page to see if I had received any new emails. In the dialogue, Icarus says, "let's refresh the page on "Geek"". He does this so that he can see the most recent version of the page and observe any changes (in this case, his photo has been removed).
1 update: Although the page is indeed "updated" (the most recent information is displayed) when you hit the refresh button, we do not call it the "update" button. It is the convention to call it the refresh button!
2 refresh: This is correct. "To refresh one's memory" is a common idiom. It means "to stimulate your memory to help you remember". Example: I read my notes to REFRESH my memory about the meeting OR I can't remember how to use the present perfect tense - can you help me REFRESH my memory?
2 update: This is incorrect. We don't say "update my memory". It is not an idiom in English (not yet, anyway!).
3 update: This is correct. "To update" can mean to modernize, or bring up to date. Example: We UPDATED the machinery to make the factory more efficient OR We need to UPDATE the menu to include more vegetarian dishes. In the context of the question, to update a website is to make it more modern in terms of look (aesthetics) and functionality.
3 refresh: This sounds unnatural here. "To refresh" does not mean to make more modern or recent. Note, we might say "revamp (the website)" in order to describe a major change affected to improve a service or product.
4 updated: This is correct. To keep someone updated is to keep someone informed of the latest news. Example: Watching the news everyday KEEPS ME UPDATED ON current events.
4 refreshed: This is incorrect. We don't really say "Keep me refreshed" (unless of course we are really thirsty and want someone to keep bringing us drinks!).

to be seen again: "Review" does not have a strictly literal sense in English. "Review" almost always carries a sense of "looking over again", but in a "critical" manner.
to read the news: "To read the news" is not synonymous with "to be reviewed".
to be updated: "To be updated" is not synonymous with "to be reviewed". "To be updated" is to be given the most recent information. Example: The president was updated on the situation last night, he now knows everything.
