This is a true statement. Icarus is angry with Horatio, and says "the cost of this month's supplies is nearly 14,000 dollars". He compares this to the "usual" or "normal" price per month: "normally the average cost of your monthly supplies is around 600 dollars". This means that this month's supplies have been more expensive, and that Horatio has spent more money than usual.
This statement is not false.
