1 warm: To warm is to heat or make hotter. However, when talking about food, we often use the phrasal verb "warm up". Example: I put my dinner in the oven to WARM UP.
2 up: "To warm up" is to make hot or heat. Note, "warm up" is separable. Example: Could you WARM UP these fries, please? OR Could you WARM these fries UP, please? In the conversation, Philip says "his meal is a little cold, could you warm it up, please?". However, Philip could also have said: "Could you WARM UP his meal, please?".
