This is one of the main reasons for Bruno's message to Luna. Bruno writes about the development of a new customer service department, and the hiring of a head manager for this new department.
Bruno never asks Luna to give the news of the new department to the rest of the staff.
Bruno mentions in his e-mail he prefers not to outsource customer service work to other departments, however this is not the reason for his e-mail to Luna, nor is he actually "condemning" outsourcing. He is actually stating his preference not to outsource this department to a foreign country.
This is one of the purposes of Bruno's e-mail to Luna. In the second paragraph of his message, he writes that it will be Luna's responsibility to select the new head of the customer service department, although Bruno reserves the right to approve or disapprove of Luna's decision.
Bruno never asks Luna to fire anybody in this e-mail. Bruno assures Luna that nobody will be laid-off (or fired), and that Delavigne isn't downsizing, however this expresses that nobody will in fact be fired. Bruno also writes that the current hotline representatives working at Delavigne will be absorbed by the new customer service departments, which means that they will be a part of the new customer service department. In this context, "to absorb" means to integrate or incorporate.
