This question could replace Donna's statement in the dialogue without changing its meaning. When Donna asks to speak "off the record" she wants to speak to Bruno in an unofficial capacity, in confidence. The expression "off the record" is often used by public figures who wish to make a statement which isn't intended for publication (for a newspaper or news show for example).
