When someone "speaks out of sync", they are speaking in a manner which is "out of synchronization", or not in harmony. Foreign films that are dubbed into a different language are often out of sync with the movement of the actor's mouths. As an idiom, "to be out of sync" is to communicate poorly, or to be "on a different page" than someone else. Example: I realized my partner's ideas were out of sync with my own when I read his proposal. This idiom cannot replace Trey's line in the dialogue.
If a question is "out of line", it is inappropriate: the question might be impolite, rude or uncalled for. The phrase "to be out of order" can be used to describe something inappropriate. Example: The remark he made about American cuisine was completely out of order. Note that the expression "out of order" is also often used to refer to something which is broken or not working (a coffee machine or toilet for example).

To "get sidetracked" is to get "distracted". For example "I was in the middle of washing some clothes but I got sidetracked when the phone rang". Trey is apologizing for his inappropriate question, not for being distracted.
