This is a common message to hear on the automated message machines, when calling a company for example. On a personal voice mail message, it is extremely unlikely to hear such a message.
"I'll get back to you in a timely fashion" expresses the same meaning and tone as Icarus' message "I'll return your call as soon as possible". This is a common way to end a voice mail message in English, and maintains the formal tone of Icarus's message.
This might be heard in a rap song or on the streets of Brooklyn, however it would not be heard in a formal message. This is street slang, and it is extremely informal in nature.
This sentence would likely be found at the end of a letter or email, or any sort of written correspondence. It would not be found in an outgoing voice mail message, however.
