1 a meter: A "meter" or "parking meter" is the name for the machine or device in which we pay to park our cars in certain areas. In the United States parking meters used to cost about 25 cents for a half hour, but now it costs around 1 dollar for 30 minutes! Do not confuse this type of "meter" (a device which measures something) with the unit of measurement "a meter".
2 expired: To "expire" is run out of time. The verb can be used to indicate that something (a parking meter in this dialogue) is no longer valid. The verb can also be used somewhat formally to express that someone has died.
