"Welcome abroad" is not a good way to welcome someone to a ship etc. The term "abroad" means "in a foreign country": "I studied abroad in Spain for a year when I was younger". It is unrelated to the terms "aboard" and "on board".
This is not a good choice. The expression "Welcome to the board" could be used in a business context to greet a new member of the group of shareholders or directors of a company. It cannot be used in a literal sense to describe boarding a boat or other vehicle.
This is an appropriate answer. We say "welcome aboard!" to express our happiness that someone has arrived on an aeroplane, a ship, etc. Similarly, we can welcome a new member to a team, a group, a business, etc. Example: "Welcome aboard, Edward! We're happy you've joined our hockey team!".
This is a correct choice. If somebody or something is "on board", they are either literally on a boat, plane, bus, etc. OR they are part of a team or company. Examples: "There were thirty people on board the bus which crashed", "We have a new member of the Delavigne Corporation: welcome on board, Edward!".
