This is a misinterpretation of what Polly writes. She writes that "the network has been down for an entire week". This does not mean the computer network at Delavigne crashes "weekly" or once a week.
Polly actually writes that she enjoys the chance to practice her cursive writing.
Polly writes that "modern companies" are dependant upon their "information and technology systems", but this is not problem but a fact. This is not what Polly is complaining about in the first paragraph of this letter.
Polly writes: "I can understand a delay of one, maybe two days, but an entire week is far too long". This indicates that Polly is frustrated with the long period of time that the current network problems have lasted. A "complaint" is a negative comment or a reason for discontent.
