1 I'm inclined to think that: "I tend to think..." is a way of offering an opinion in a tentative way - it is not too strong or emphatic. In the conversation, Brian says "I tend to think that Jean should speak with a British accent". This allows him to state his opinion in a diplomatic way without sounding too aggressive.
