Although the "golf course" Kevin is referring to is located in Golden Gate Park, the pronoun "it" does not refer to the park. It is not common to encourage someone to "check out" or "try out" a park.
The pronoun "it" does not refer to the sport of golf here.
"It" refers to the golf course itself in this sentence. Kevin suggests that Mr. Warbuckle should "check out" the course, either to visit or play golf there. "To check something out" is an expression meaning "to try something", or in this case to visit it. Kevin is suggesting that Warbuckle visits a golf course in Golden Gate Park.
"Check" is being used as a verb here, and not a noun. The pronoun "it" doesn't refer to a "check" here.

This statement is true. We read in the welcome note that "you can check in any time between 3PM and 3.30PM". To "check in (to a hotel)" is to arrive at the reception desk and register yourself as a guest. You are therefore allowed to do this at 3.20PM!
This is not permitted. The rules state that "You must check out by 8AM on your day of departure". This means that everyone has to hand back their keys before 8AM, which is earlier than 3PM. 8AM is in the morning, and 3PM is in the afternoon: too late!
This is not allowed. The notice states that smoking is forbidden in the B & B, even "hanging out of the window"! This is a strictly non-smoking establishment!
