1 In the absence of: This is incorrect. "In the absence of (someone)" means without them. Example: In the absence of Icarus, Brian had to prepare the financial report alone.
2 In addition to the fact that: This is the correct answer. "Not to mention" is an expression which means "moreover" or "in addition to". Shannon uses the idiom to express that Delavigne Corp could be responsible to pay large damages, and also that it is illegal not to have a certain type of insurance in some states.
2 It just goes to show that: This is correct. "It just goes to show" is an expression that is said when something proves that something else is true. Example: The success of Delavigne Corp just goes to show that Americans like French perfumes.
