We do not use the term "seeing as" when we are making an estimate. "Seeing as" normally suggests that you are sure about information.
"Seeing as" or "seeing that" is a phrase that generally introduces a dependent clause, and means "considering" or "in view of the fact", or simply "as". Example: SEEING AS none of the students in this class can read, I have decided to postpone teaching them Shakespeare. In her email, Polly is stating that considering how young the machine is, it must be broken because it has been mistreated, not because it is old.
"Apparently" means "as far as I know" or "based on the information I have". It is a lot less certain than "seeing as", which suggests that you are sure of your information.
