"Half one" is a typically British expression meaning "one thirty" or "1:30". It is synonymous with other expressions of time such as "half past one" or "half after one".
12:30 is not the same as "half one" or 1:30. If Sam wanted to schedule the lunch for 12:30, he might have said "twelve thirty" (UK and US), "half twelve" (UK) or "half after 12" (US).
"Noon" refers to 12:00 exactly. This is not the time when Sam wishes to meet Bruno at the restaurant.

This is a right answer. "Five thirty" is an alternative way of saying "half five". They both mean either 5.30 or 17.30.
This is incorrect. Remember the difference between "past" and "to" when telling the time. "Past" is for anything up to and including half and "to" in for anything onwards. For example 18.20 is "twenty past six", 18.30 is "half past six" and 18.40 is "twenty to seven"!
This is a good choice. Another, fuller way of saying "half five" is "half past five".
This is not correct. We do not say this when telling the time, but we do use it in other circumstances involving numbers. For example, "How old is your son?", "He's five and a half." or "How much money do you make a month?", "Five and a half thousand euros.".
