Horatio's plants and flowers are obstructing Bob's view of the computer screen.
obstructing: This is the best choice here. Bob tells Horatio to move the plants and flowers off his desk because he cannot see the screen. We can assume that the plants are "obstructing" or "blocking" Bob's view of the screen. To "obstruct" means to block with an obstacle or to block from seeing something, for example: The tall man with the big hair obstructed my view of the concert.
impeaching: In English, "to impeach" means "to accuse" or to remove someone from political office. The term is used almost exclusively in political contexts. For example: Richard Nixon was nearly impeached during the Watergate scandal, just as Bill Clinton was nearly impeached during the Monica Lewinsky scandal.
allowing: "To allow" expresses a very different idea than "blocking" or "obstructing". Bob's concern is that he cannot see the computer screen. It doesn't make sense that the plants would "allow" of "permit" Bob to see the screen.
enabling: The plants and flowers on Horatio's desk are not "enabling" Bob to see the monitor, rather they are preventing him from seeing it. "To enable" means to make able or to authorize, for example: My inheritance enabled me to go on a tour of the world.
