Huan Huan II was not the first panda to be born in America, but the fourth, meaning that there were three others before him. Note that in this context the word "soil" refers to "land" or "territory" and not literally the "earth" or ground', as it does in another context. For example: Plant these flowers in the soil.
Moira says that the baby panda's mother was a "gift" from the Chinese government. The words "gift" and "present" are synonymous in this context (and many others).
