This is a correct statement. Luna writes that everyone should "spend no more than $10 on" a gift, meaning that $10 is the maximum amount of money which should be spent. The expression "up to ($10)" expresses exactly the same idea: any amount of money smaller than $10 should be spent. Example: You have up to 2 hours to finish the assignment, after that you will be punished.
This statement is incorrect. Luna writes that everyone should pick "a name at random", to determine the person for whom they will buy a gift. "At random" (or simply "random") refers to an arbitrary or haphazard action, or one which is left to chance. In this case, Luna is expressing that NO staff member gets to choose whom they buy a gift for.
