Attire is rarely preceded by an article:
The Pope requires that I wear formal attire whenever I visit the Vatican. I always wear my best suit.

Icarus says that "formal attire is preferred", however it is not "mandatory". A "mandatory event" is required or obligatory.
This is the best definition of the phrase. Formal attire is often worn at occasions such as marriages or award ceremonies. The Scottish wearing "kilts" is a good example of formal attire at special events. "Attire" is another word for "clothing" but generally refers to a distinctive style for special occasions.
This is simply incorrect. "Proper forms" and a "tire" are not necessary to enter an accountancy club! A "tire" is the rubber ring that goes over a wheel, there is very little chance that an accountancy club would be asking for one of these!
This might be true, but it does not express the meaning of the phrase "formal attire is preferred".
