This is a true statement. Warbuckle says to Bruno "Say, why don't you stay for a few more days?" To "extend a stay" is to prolong the time you are staying somewhere or with someone. Warbuckle is asking Bruno to stay with him for a few more days.
This statement is false. Bruno tells Warbuckle that if he makes a few changes to his spending habits, that he's "bound to get (his) financial situation sorted out in no time". If something happens "in no time", it means that it happens very quickly. Also, the "be bound to" construction used by Bruno indicates that an action is "almost certain" to occur.
This statement is false. To "quote (Winston Churchill)" is to repeat a line originally spoken by Churchill, probably a famous one. Bruno does use a proverb in this conversation ("you have to learn to crawl before you can walk"), however Bruno is uncertain who originally used the adage. Warbuckle asks whether it was "Confucius or Socrates" who said this, however Bruno replies that it could have been "Mick Jagger", but that he isn't sure. Although a famous Chinese philosopher (Confucius) is mentioned, it is not because Bruno is "quoting" him.

To "exercise restraint" means to behave more carefully or "prudently". Here Warbuckle acknowledges that he should try to be more careful with his money.
